REVIVE! – Expanding Public Health Training Across Audiences

CIEES partnered with the Virginia DBHDS to transform life-saving opioid overdose training into an accessible digital resource—equipping thousands of Virginians to save lives in their communities while addressing the unique risks facing young people in the fentanyl era.

Challenge 1

In-person training model that could not scale statewide

Challenge 2

Growing fentanyl exposure across age groups

Challenge 3

Need to adapt training for multiple audiences and languages

Our Solution

CIEES worked with DBHDS to transform their proven in-person training into a new digital experience that extended the reach and impact of REVIVE! Drawing on our instructional design expertise, our team:

  • Refined existing training using evidence-based principles for online learning engagement and retention
  • Created a youth-specific training version with updated visuals, tone, and narration
  • Scripted and produce a new naloxone administration animation to improve clarity and accessibility
  • Develop a REVIVE mnemonic to support recall of life-saving steps in overdose response
  • Coordinated translation into Spanish, Arabic, and Korean

Working within state procurement guidelines and approval processes, we bridged DBHDS’s subject matter expertise with digital learning best practices—creating a training that maintains instructional integrity while scaling to meet urgent public health needs.

The result: a responsive, accessible training that meets educators, adolescent peers, bystanders, and *health care* where they are, when it matters most.
